Italy Enforces Online Age Checks from November 12 – What It Means for VPN Users

Italy is introducing mandatory Online Age Checks for adult websites starting November 12, 2025. The move requires all platforms hosting adult-only content to verify that visitors are at least 18 years old before granting access.
With this change, Italy joins France, the UK, and several U.S. states that have already adopted similar online safety measures designed to protect minors from explicit material.
AGCOM Introduces “Double Anonymity” to Protect Privacy
The country’s communications authority, AGCOM, confirmed that the new system relies on a “double anonymity” model. This structure ensures that while users must verify their age, their personal identity and browsing habits remain private and disconnected from each other.
Still, privacy advocates argue that any form of verification could open the door to potential data misuse. In previous cases around the world, such restrictions have led to a noticeable rise in VPN usage, as users sought to bypass age-gated content securely.
Adult Websites Face New Rules, But VPNs Stay Legal
Under AGCOM’s regulation, only websites required to implement the verification system are affected. These sites must not promote or reference VPNs or any other tools that could help users get around age checks.
For Italian users, however, using a VPN remains completely legal. The new law targets compliance on the part of adult websites, not the individuals accessing them. AGCOM will maintain and regularly update a list of websites covered under the policy.
What Italy Online Age Checks Mean for VPN Users
Other countries have taken stricter steps regarding VPN monitoring. In the UK, Ofcom confirmed that it’s using a third-party system to analyze VPN traffic. Meanwhile, Wisconsin and Michigan in the U.S. are considering mandatory VPN blocking measures for adult sites.
Italy hasn’t indicated any plans to limit VPN traffic. Still, experts recommend caution: avoid unverified free VPNs that could compromise your privacy. Trusted VPN options are considered safe choices, while premium services have recently dropped prices ahead of Black Friday VPN deals.
