Authorities in several districts of Jammu and Kashmir have banned Virtual Private Network (VPN) services until further notice, citing security concerns and potential misuse. The move comes as part of ongoing assessments to maintain public order and national safety.

District-Level Orders and Enforcement

The suspension began in Shopian and Kulgam districts in South Kashmir and was later extended to Kupwara in North Kashmir. District Magistrates have issued prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which allows urgent action for public safety.

Kupwara District Magistrate Shrikant Balasaheb Suse cited police reports indicating a surge in VPN usage by suspicious internet users. “VPN services have the potential to be exploited for unlawful activities, including incitement of unrest and dissemination of misleading content,” the official order noted. Similar bans have been issued by Kulgam Deputy Commissioner Athar Amir Khan for two months.

The orders direct local police to strictly enforce the suspension, warning of legal consequences for violations. Over the past month, more than ten people have been booked in different districts, including two in Doda, for using VPNs on mobile devices in contravention of the prohibitory measures.

Officials’ Statement Regarding Jammu and Kashmir VPN Ban

Divisional Commissioner of Kashmir, Anshul Garg, said that each Deputy Commissioner conducts independent security assessments based on local conditions. “Such measures are taken whenever required to prevent misuse by anti-social elements. Many people get caught up in such misuse,” Garg told media in Srinagar.

Officials stressed that the suspension is aimed at preventing unlawful coordination, misinformation, and activities that could threaten public order and national security. Authorities have not provided a timeline for lifting the ban and continue to monitor its impact.
