EU Sanctions Russian Propaganda Networks Euromore and Pravfond with Asset Freezes

The European Union has sanctioned two pro-Russian organizations, Euromore and the Foundation for the Support and Protection of the Rights of Compatriots Living Abroad (Pravfond), in an effort to counter state-sponsored disinformation. Both entities were directly linked to Moscow and accused of orchestrating information manipulation campaigns targeting EU member states and Ukraine.
The sanctions are included in the EU’s wider initiative to strengthen information security and defend against evolving hybrid threats, with 69 individuals and 19 entities sanctioned in connection with Russian hybrid warfare since the start of the war against Ukraine.
Euromore and Pravfond Influence Campaigns
Euromore, operating as a media outlet, has been identified by EU officials as a key distributor of Kremlin-aligned narratives. The EU states that Euromore, which was called Russia's new information warfare weapon by Le Monde in 2024, functions as an unofficial channel within Russia’s network, amplifying messages that undermine EU institutions and justify the war in Ukraine.
While most original Euromore content has been removed from its website, the domain now redirects to Euroview Media, which republishes material from Russian state outlets such as RT and Sputnik.
Pravfond, a Moscow-funded organization, has been sanctioned for its active role in distributing Russian narratives such as claims of ongoing Ukraine “nazification,” “Russophobia,” and “systematic persecution of Russian-speaking populations” in Europe.
“Leaked reports suggest Pravfond, attributed as a front for the GRU by Estonia, has funneled money into Euromore and Golos, nominally independent news outlets which hide their connection to the Russian state, to spread Kremlin propaganda targeting Ukraine to European audiences,” a UK government report said last year.
Sanctions and Information Security
Under the new measures, all assets associated with Euromore and Pravfond located in the EU are to be frozen immediately. Further, it is now illegal for EU citizens and companies to offer any economic resources to these groups.
Last week, a cyberattack on a Swedish thermal plant was linked to Russian threat actors, and the APT28 group was linked to a Russian Hacking Campaign Targeting Ukraine and NATO. The same APT was behind a cyberespionage campaign targeting entities across Europe in February.
In November 2025, the EU announced the European Democracy Shield strategy to combat disinformation on online platforms, and in July 2025, the EU sanctioned Aussie Cossack and A7 for election interference and disinformation.
A September 2025 report revealed that CopyCop expanded Russian disinformation campaigns with 300 new fake websites in 2025.
