Key Takeaways
  • Strategic Sanctions: The European Union imposed strict economic restrictions on specific Chinese and Iranian companies for conducting malicious cyber operations.
  • Device Compromise: Integrity Technology Group successfully enabled the unauthorized exploitation of over 65,000 connected devices across six European member states.
  • Critical Systems Targeted: Anxun facilitated critical infrastructure hacking, while Emennet Pasargad breached digital advertising displays during the 2024 Paris Olympics.

The European Union (EU) has enforced targeted sanctions against three foreign entities and two individuals in response to cyberattacks. The newly designated Chinese and Iranian companies Integrity Technology Group, Anxun Information Technology, and Emennet Pasargad face financial and operational restrictions following their sustained malicious digital campaigns against European networks.

Compromising Devices and Essential Systems

The EU has decisively escalated its defensive cyber posture by enforcing restrictive economic measures that officially target:

According to official statements, Integrity Technology Group directly enabled the unauthorized compromise of more than 65,000 connected devices spanning six distinct member states between 2022 and 2023. Integrity has “routinely provided products used to compromise and access devices in EU member states, across Europe, and worldwide.

Concurrently, Anxun Information Technology systematically provided hacking services targeting critical infrastructure and critical functions of member states and third countries. European authorities also designated two directly involved Anxun co-founders.

The press release stated that Emennet Pasargad breached an unnamed French subscriber database and put it up for sale on the dark web. It also compromised advertising billboards to propagate targeted disinformation during the 2024 Paris Olympics and a Swedish SMS service.

Disinformation Operations and Cybersecurity Measures

In response to these escalating, multidimensional threats, European regulatory frameworks now strictly prohibit EU citizens and commercial entities from providing financial resources to these sanctioned entities. The sanctioned people are also subjected to travel bans.

The EU horizontal cyber sanctions regime now applies to a total of 19 individuals and 7 entities, the report said.

Earlier this month, MuddyWater targeted networks in the U.S., Canada, and Israel, as well as critical infrastructure. A January report warned that the China-nexus espionage APT UAT-7290 campaign against telecom infrastructure in South Asia has expanded to Southeastern Europe.
