The Meerut Development Authority (MDA), the statutory body responsible for urban development across Meerut and surrounding areas in Uttar Pradesh, India, had its official website defaced on Saturday after unidentified hackers allegedly gained unauthorized access. 

Authorities discovered the breach and immediately disabled public access while technical teams worked to contain the incident.

MDA Hack Forces Website Offline

The attackers replaced the homepage with pro-Pakistan messages displayed on a black screen, swapping out the agency's usual urban planning, housing, and public service content. Officials are also investigating whether the attack reached any internal systems or data beyond the publicly visible homepage, according to local news reports. 

Officials have not yet disclosed whether the hacking incident resulted from an exploited software vulnerability, compromised credentials, or another method.

Law enforcement agencies opened an investigation after local officials confirmed the breach, working alongside cybersecurity specialists to determine how the attackers gained access, identify the techniques used, and trace those responsible. 

India-Pakistan Cyber Tensions

The website was placed under maintenance as cybersecurity teams assessed the scope of the compromise and remains offline while teams work to restore services safely, Superintendent of Police (City) Vinayak Gopal Bhosale reportedly said. The defacement reflects ongoing tensions between India and Pakistan. 

Such incidents disrupt public services and can undermine confidence in government digital platforms, reinforcing the need for stronger cybersecurity practices across public institutions.

Last year, Anonymous hackers defaced the GlobalX Airlines website linked to U.S. deportation flights.
