Following the official blocking of the encrypted messaging service Telegram, Russian telecommunications regulators have systematically targeted the infrastructure facilitating unauthorized platform access. Consequently, Apple received strict directives to remove custom VPN clients that enabled users to circumvent these specific network restrictions. 

By extracting these network tunneling tools from the mobile platform, authorities aim to enforce total compliance with domestic internet routing regulations, neutralizing localized proxy protocols and restricting unauthorized data traffic.

Russian App Store Restrictions

These stringent Russian App Store restrictions carry substantial implications for secure communications and data transmission architectures, as users are prevented from utilizing encrypted connections to protect their local traffic from unauthorized surveillance. 

In mid-February, Russia announced plans to restrict Telegram access to promote a state-controlled app, Max, with potential fines exceeding $820,000. 

In April 2025, Apple removed the DVPN App following a takedown request from the local government, and in 2024, it removed nearly 100 VPNs from the Russian iOS App Store.
