Australia’s new online safety regulations are driving a sharp rise in virtual private network (VPN) downloads and prompting several adult content platforms to limit access for users in the country.

The measures form part of one of the world’s strictest digital safety frameworks aimed at protecting minors from harmful online content. The regulations target teenage access to social media, restrict exposure to explicit material, and introduce stronger age verification systems across the internet.

Australia Expands Online Safety Rules for Minors

In December, the Australian government introduced legislation banning teenagers from using social media platforms nationwide. The move positioned the country as the first to impose a nationwide restriction on underage social media usage.

Alongside this law, authorities introduced a separate regulatory framework requiring artificial intelligence–powered chatbot services to prevent minors from accessing sensitive material. This includes content related to pornography, extreme violence, self-harm, and eating disorders.

Companies that fail to follow these requirements may face penalties of up to A$49.5 million (about $34.5 million).

Officials say the measures are part of a broader effort to strengthen online safety standards and limit the exposure of children and teenagers to harmful digital content.

Age Verification Expands Across Online Services

Australia has also joined other regions that are tightening age verification requirements for adult content online.

Countries such as the United Kingdom and France, along with dozens of U.S. states, now require websites that distribute pornography to verify that visitors are at least 18 years old before granting access.

Under Australia’s framework, app stores must also perform age verification checks before allowing users to download applications classified for adult audiences. The rule is intended to prevent minors from installing restricted apps or services.

Australia’s eSafety Commissioner, Julie Inman Grant, said the new rules aim to apply the same protections that exist in the physical world to the online environment.

She explained that children are already restricted from entering places such as bars, casinos, strip clubs, or adult retail stores. The new regulations are intended to ensure that similar safeguards apply on digital platforms.

According to Grant, the policies extend long-standing social protections to the internet, where minors are increasingly exposed to inappropriate material.

VPN Downloads Rise as Users Respond to Restrictions

Following the introduction of the new rules, VPN applications quickly surged in popularity across Australia.

Data from Apple showed that three of the 15 most downloaded free smartphone apps in the country on Monday were VPN services. The most downloaded app, “VPN – Super Unlimited Proxy,” ranked higher than any social media platform in Apple’s download charts.

VPNs work by routing internet traffic through remote servers, masking a user’s real location. Every internet-connected device has a unique digital identifier that can reveal where the user is located.

By replacing that identifier with one from a different region, VPN services can make it appear as though a user is browsing from another country. This allows people to access websites or services that may be restricted in their location.

Adult Content Platforms Restrict Australian Access

The regulations have also affected major adult entertainment networks.

Aylo, a Canada-based company that operates several large pornography websites, has restricted access for users in Australia. The company blocked access to sites including RedTube and YouPorn, while modifying access to Pornhub by offering a version without explicit content.

Users visiting these websites from Australia were shown notices stating that the platforms were not currently accepting new account registrations from the country.

Aylo said it had introduced similar restrictions in other regions such as the United Kingdom, France, and several U.S. states. The company cited what it described as inconsistent and ineffective age verification rules.

Privacy Concerns and Ongoing Debate

Digital rights advocates say the increase in VPN downloads was expected after the introduction of strict internet controls.

Tom Sulston, deputy chair of advocacy group Digital Rights Watch, said many users are turning to VPN services not only to access restricted platforms but also to improve their online privacy.

According to Sulston, VPN tools can help protect users’ internet activity from tracking and monitoring while browsing the web.

Australia’s sweeping online safety rules have sparked ongoing debate among policymakers, technology companies, and digital rights groups.

Supporters say stronger regulations are necessary to protect minors in an increasingly digital world. Critics argue that enforcing such measures could raise privacy concerns and may encourage widespread use of tools designed to bypass online restrictions.
